Enable WriteAuthorityNs using dnscmd command

Run the following command to set WriteAuthorityNs to enabled.

dnscmd /config /WriteAuthorityNs 1

to verify WriteAuthorityNs is enable by running

dnscmd /info /WriteAuthorityNs
